NYPD should just leak some key pieces of info to wikileaks. Real damaging evidence that there is no coming back from. If it cuts deep enough the public outcry will put pressure on TPTB. If wikileaks sits on it leak it to a bunch of YouTube journalists. Reddit. Here. Let the info spread like a virus.

If NYPD can't publish it officially, they should leak it to Wikileaks and they will make it public. In any way, time is of the essence.
