Afghani police officer chained boy to his bed for sex. When Sgt. Martland found out, he beat the piss out of the police officer. So the Afghans complained to Obama that the special forces should change their motto from "Free The Oppressed" to something less inspirational. They claim that Americans are not sensitive enough to their traditions of Bacha Bazi, which is the rape of young teen boys during festivals. The Obama administration ordered soldiers to "look the other way" when this happens and to not interfere. But who in their right mind can do that?

exonerate - (especially of an official body) absolve (someone) from blame for a fault or wrongdoing, especially after due consideration of the case.
