They can't control every car and the program only started in 2014. 2012-2013 is when cars started becoming vulnerable to hacking. A car can only be hacked if it has some connection to the internet/satellites. So every car that can be started by your phone, cars that have built in wifi and cars with systems like OnStar are prone to hacking. It's a matter of how the systems are integrated to figure out how easy it is to hack and if it's even possible to control the vehicle. Most emergency assists (OnStar) are connected to the infotainment system, which the infotainment system has data and connections to the powertrain which means it's connected to the Powertrain Control Module. Once you figure that out you can try to gain access to the powertrain control module. Once there all you have to do is send false signals and you can control the vehicle's brakes if they're electrical which the 2017 Alfa Romeo are, throttle and even steering. You can only control a vehicle if its components are electrical. Which all cars have electric throttle, almost all have electric steering and about 3 more years until almost every car has electric braking.

Electronic components with vulnerabilities go well beyond 2013, even older cars with electronic ABS and (not necessarily) torque vectoring e.g. an 09 HSV GTS can be used to differentially brake wheels and cause you crash. But it also has onstar and the rest in US models.
