If someone posts a video it is their responsibilty to give a summary and timestamps to important bits. Especially if the video is over 5 minutes long. We are putting in effort on PG and don't have time for distractions, of which lately there have been many in the form of videos by unknowns being posted without explanation or implying they're important PG diggers and need money.
