I wonder if the victims could sue the estate of Edward Heath? That would give them pause.

Very difficult to sue in the UK. It's a rich man's game. And this is what happens to child abuse whistleblowers (this woman has been locked up without trial and has now been in solitary confinement for 11 months): http://www.ukcolumn.org/article/melanie-shaw-given-two-years-following-secret-court-hearing
Poor Melanie Shaw. I had read her story before. Unjust and cruel.
I find it astonishing that this could happen to someone and the public at large are unaware of how deeply corrupt the system is. And no one seems to be able to help her.
