What Holder is saying is he and Obama don't care who is the legally elected President. They are setting up Government just down the road on Pennsylvania Ave. It is Global Marxism, AKA New World Order. Everybody Trump throws out just meanders a couple of miles down the road and sets up shop in the new "government" they HOPE they can make stick. They already are guilty of Treason and Sedition, along with a multitude of other crimes that would make most normal citizens throw up - all capital crimes. So what do they have to lose.
They have virtually unlimited funding from Soros and the CIA black budget/ international crime syndicate. And they have a huge number of powerful politicians, intelligence officers, and military that are already sitting in the same boat with them, just waiting for the hammer to fall. Add to that big international support from corrupt political connections to like minded criminals in governments across the world. And Obama has had 8 years to weave his cronies throughout the Federal Government, and Judiciary. And they are all facing the same fate. What do they have to lose? Trump has quite a task in front of him. This is developing into something like "dueling governments."
What Trump has going for him is reportedly most of the military, most of the FBI, and an increasingly awake and well armed population. And all three of those are big. I honestly don't see how Trump is going to be able to do this piecemeal. That would probably be like trying to dismantle a hornet's nest one bug at a time. I think he's probably going to eventually have to do some kind of "Nuremberg Trial" sort of thing. Sweep them all up at one time and put them all on a rico style trial in front of the whole world. This could get very messy. It's working it's way down to a life or death situation for everybody involved, including us.
