I think it is too early. IF it is going to happen (doubtful), the DOJ has to collect and compile info from all the lower-level arrestees, getting them to "rat out" the big fish. That takes time.

The lower level arrests are just a distraction. They are stalling until the fervor dies down and people move onto the next big thing.
