Looks to me like it's just the federal laws regarding human trafficking. It's fine to review it, but a specific case is best held up against it, considered and compared.
Considering that they are involved on a global scale...I think the military will decide that. And Trump wants the death penalty. I wonder why the State Department was taking all those trips to Antarctica?

Yes, and also remember "prosecutorial discretion" and the fact that there are two distinct types of "justice" in this country.
