This is a TRUMP CARD ( noun ); a valuable resource that may be used, especially as a surprise, in order to gain an advantage.
I'd say it's just a scam. Why else would they be asking for money? If I was sitting on info so important that it would be classed as an insurance file. Making a few dollars from it wouldn't be on my mind.
