I agree, there used to be a citizen's method of indictment using PETITIONS with enough signatures. Nowadays if the District Attorney won't indict someone they don't even make it to a grand jury. Things should probably be set up such that enough petition signatures brings at the very least a Grand Jury indictment.

We need a ongoing citizensenquiry with power to recommend arrest and sentence this is fucking outrageous how long this has been allowed to continue
