I think I've seen a couple of other articles like this over the past couple of days and it makes me wonder: could this be a narrative being put forth in the hopes that if there aren't harsh penalties, punishment and imprisonment hanging over low level pedophiles' heads when they're caught then it would remove any incentive for them to roll over on other pedos and provide law enforcement with information that could lead to catching higher profile, higher offending pedophiles and their networks?
