I think by low level offenders they mean like 16 or 17 year olds that are having legal sex but its classed as CP if its filmed. Which it surely is with camera phones and sexting. The police grew up looking at 16 year olds on page 3 but now have to treat it as a serious crime.

In the criminal justice system, "low-level" doesn't refer to AGE.

I know but that would be a low level CP crime as no one is being abused
