The term 'unaccompanied alien child' refers to a child who (1) has no lawful immigration status in the US, (2) has not attained the age of 18 years, and (3) has no parent or legal guardian in the United States, or no parent or legal guardian in the US available to provide care and physical custody.
So any child that doesn't have a legal guardian can be snatched by the DHS or whatever, then they are funneled through the ORR (Office of Refugee Resettlement) within 72 hours. There they are placed various child care centers for an average of 34 days, before being 'removed' to the care of a sponsor. 91% of the kids supposedly are removed to the care of a parent/aunt/uncle/sibling. However, the ORR admits that they have relaxed the scrutiny of documents. And in fact when they reviewed 27 randomly selected case files, NONE of the the file had the documents required by law. ZERO. Once the kids are released to the their sponsors, the ORR is supposed to keep track of the kid's welfare. Nope. ORR admits that only a small percentage of the kids are ever checked on. This program seems to like it is designed snatch up kids so they can be distributed to where they can never be heard from again.
