In 2012 the Russian Duma passed the so called "Dima Yakovlev Law" (banning US citizens from adopting Russian children), after a number of recently adopted Russian kids died as a result of their American adoptive parents' neglect or violence.
When questioned by Western journalists about the law, Putin answered that in their majority, the deaths were not investigated and the parents were not held accountable. He then made a cryptic observation I didn't understand at the time, that in the US, children adoption is a business with its own stock exchange and that many Russian kids are put for sale on that stock exchange shortly after their initial adoption. I'll try to find a link of that speech.
It was a live press-conference. I still can't find trace of it. What I found is a 2014 interview (in Russian) of Putins's special representative for child welfare issues.
He discusses among other things Russian government'a interaction with US Department of State and the "price" for adopting Russian kids charged by American adoption agencies.
