I did not see it that way. The seemed to have a campaign to exonerate her with one last "NO CHARGES!" right before the election. The Central Banks then manufactured a huge stock surge and MarketWatch called it a "Hillary relief rally". Who did they think they were fooling?
Doubt it. Risk doesn't pay off the reward. Wouldn't it be much likelier that Hillary wouldn't want to risk a headline involving anything of the sort of: "Hillary" "email" "FBI" "investigation" right before the election? If it was it was a plan to no avail.
