That is why we say I pledge allegiance to the flag. It is a requirement of all citizens to openly in public pledge allegiace to the flag.
To break all blood ties to the Vatican or other nations. If you can't do it you cannot be a citizen.
If you swear allegiance to the constitution of the US...the Pope can't punish you and put you in Pope jail.
But you submit to uphold the constitution and follow basic rules.
