So, they figured the real victims should not be punished. HOWEVER, what this article does not address, is that the police can take the underage person, and put them into custody, and away from their pimp. They can take any steps to address the situation, as fucking a minor is illegal, and being a minor without a parent or guardian means you are placed into foster care or some other sort of supervision.
