OK I think I may be on the track of figuring out the code on these plates.

Here is a document showing the abbreviations used on Federal plates. Apparently EC refers to "US Enrichment Corporation".

It could be CIA, they usually use official cover so they pose as something else within the Federal Govt., not to sound paranoid

I'm very curious who the car is registered to but I can't find a way to look up plates that are not issued by one of the 50 states.

Not sure if it a gov tag. Most gov tags, if the have a logo is on the side and not in the center. I used to do vehicle title work and delt with some government tags.
