First, the NDAA (National Defense Authorization Act) had a bill (Smith-Mundt Modernization Act) (see also: http://www.smithmundt.com/)) neatly tucked into it which allowed the U.S. Corporation (Title 28 Sec 3002 of the United States Code -- yes, the U.S. is a corporation) to use propaganda on U.S. citizens. Then, the bill was updated to this: the Portman-Murphy Bill - Countering Disinformation and Propaganda Act.


Just as TPTB must perpetuate the wartime status of the U.S. through legislation, this bill simply keeps being repackaged... Patriot Act, etc.
