You can see a bit more with a filter on the pic, definitely a foot and looks like a man in sunnies.
Edit: looks like a bald man and you can clearly see the arm a lens of the sunnies and maybe a bandanna over the mouth? The position of what looks like a foot seems like it is in a odd place if it's attached to a body still? Don't like saying that but that's how it seems?
