I'm very skeptical of the "working up the ladder" theory. The top-level pedos get their "goods" from an exclusive network. No crossover with the hoi polloi of the pedo world.
I do, however, believe the arrests could take longer because stronger cases will need to be built....and the wagons need to be circled before dropping the heavy artillery...
