No. What do you find odd about it? If you had video footage of it saying 'closed' and the windows all boarded up but you saw old men and kids going in and out, THAT would be odd. It's a just a food establishment. MOST hot dog/burger places have ice cream or vice versa. Dairy Queen Brazier - ice cream, hot dogs, burgers, etc. It's really nothing out of the ordinary.
Ok, thank you. It's much less common to have hot dogs and ice cream sold together in Germany, but I can see how this is flimsy evidence. I should investigate more. I freaked out when I saw this on the street, I probably overreacted.

Ahhhh... my apologies. Here in the US it's not uncommon. I did a quick search for "ice cream hot dogs menu" and came up with a lot of places. For example:
One of the common things here in Chicagoland is Italian Beef places. They sell Italian Beef, Hot Dogs, Hamburgers, fries, onion rings, etc. Typically, those types of places also sell milk shakes, root beer floats, malts, etc. If they are going to keep ice cream, they might as well sell other things with ice cream like ice cream cones and banana splits. Typically, a hot dog stand/cart will only have brats, burgers, and hot dogs. But a brick and mortar will have more items. A couple of the places we go for lunch have hot dogs and ice cream so for me, I find it pretty common here.

Do you have a restaurant name? Is it possible to go back and grab a menu? I'd be curious if they have a website and if it looks like they are trying to offer American type food (Americans visiting Germany would love that place) or what the deal is. If that type of place has more than one location it's probably a franchise and legit. But if it only has one location with a menu that doesn't fit the sign or uses strange terms for food like Comet Ping Pong does, you could be on to something.
looks like it really was a false alarm. there are two shuttered windows (I also recorded video), and above the one out of sight is a sign: American cafe! So I guess it's nothing after all.
