Seriously? Did you bother looking at my screenshot (specifically the part with the red background)? Google has a daily limit (25,000) of the number of times an individual application can call (use) the Google Maps API for free until they make the individual/group create a unique key to be billed for more uses, as stated in the screenshot. This can be easily verified by going to the URL the message provides. Google Maps is just a framework for creating web maps, Google itself doesn't work directly with the people developing maps with their product.

I thought that was just an opportunistic use of technology which is not really designed for evil, but there wasn't solid evidence either way from what I remember
