I think whats happening is they are arresting the low level traffickers, who may know more than they should (or the 'Elite' would like them to know) so you arrest them to make sure they don't try to talk/spill the beans/sell their secrets/try blackmail the 'Elite'.
Interrogation goes like this:
"Who do you work for?"
"I have a contact, she's with the Clinton Founda..."
BAM
"Wrong answer ASSHOLE!"
THUDWACKBZZZZZZ
"Who do you work for?"
"No body! I swear! I work alone!"
