Yes, that is a head scratcher. Don't know the answer to that one, and have been wondering myself. Maybe someone can answer that one? I saw the answer I believe on here but for the life of my I cannot remember the answer.
It seems like maybe he doesn't want to any decision to come off as politically motivated, so he is saying he will let his offices do their job and if they find something they find something.
Good possibility. Then he will not stand in the way. Democrats will be all over him about this and that is a good way to avoid a lot of ridiculous drama, or Kabuki Theater.
