That video has a fake timecode overlay and a fake blur effect. The zoom effect is clearly added in post. At 3:00 the video blurs BEFORE the sillhouette of the guy in the foreground enters the shot and his whispering is just as loud as the guy giving the presentation, the whispering is obviously jibberish overdubbed on another audio track. It's either a hoax or something meant for a film.
