This really just sounds like a way to say "HEY I know what's going on, we're going to do everything about it... it's no news, it's just a strengthening of current policy and encouragement to share info." It specifically has no effect... the only purpose for such a thing is morale and a kick in the bootie for those in the agencies. Also the need for a full report in 120 days of current major crime organizations statuses.

Yeah, after 8 years of being told to stand down, officers get to do their job. Probably, nobody's happier than they are.

Before the election, the FBI released a series of documents (warning FBI vault doc viewer link) under FIOA with case files about Tesla's death and the investigation that followed.

In those documents, towards the end of the investigation, some FBI agents tried to investigate ties to foreign nationals and their investigation was shut down by the DOJ and they were told to stop looking into it. I believe the quote in the documents was something like "congress is our only hope"

Some speculate those documents were intentionally released to serve as an indication of how long the FBI's hands have been tied from up above and how long they have known about it.

That was before WW2!
