I think it's intentionally broad to encompass a variety of crimes against humanity. Note the Executive Order targets groups that "derive revenue through widespread illegal conduct, including acts of violence and abuse that exhibit a wanton disregard for human life . . . for example . . . brutal murders, rapes, and other barbaric acts." This would cover pedophiles and producers and distributors of child porn and snuff films.
