Cartels have a broad term more than just drugs. This could definitely mean all forms such as drugs, children, weapons, organs - anything that makes good business in the underworld. We will have to wait and see the EO.

Also I notice the EO says "international trafficking". Which means drugs, arms, humans, organs, you name it.
