Biden is completely inappropriate (as usual) with all the young girls. Around 21:35, then Senator from Alabama Jeffery Beauregard Sessions doesn't allow Biden to touch his granddaughter!

Edited to add: "...it's clear that Sessions says 'don't touch her,' makes extra swats subtly in Biden's direction and inserts himself between Biden and the girl and promptly walks off. Thanks @psmith85!

i dunno, i wanted it to be real but honestly it looks like JS is using his hand to brush his granddaughter's hair...could be wrong but it's not as clear as everyone is making it out to be.

For what it's worth I think you're correct. I came to tat exact some conclusion before I scrolled into the comments.

The guy is a pervert no doubt - but I don't think he swatted his hand away.
