From this WL release, further in the chain, they seem to be organizing a reunion for those who worked for/with/around 'Bob Liming' AKA 'Robert Wayne Liming'.
The only references to a 'Robert Wayne Liming' I found were two archived commencement programs from the University of Maryland in 1972 and 1973.
There is a 'Bob Liming' who, coincidentally, works for Boys & Girls Club as "the Director of Development for the Boys & Girls Clubs of East Valley, based out of Tempe, Az"
I don't necessarily think this is the same guy being referenced in the Stratfor emails, but I can't say for sure one way or another.
