that is not the publication date, it's the 'cover date' or 'pull date.' haven't you guys ever read a magazine or newsweekly before? ;p
it's standard practice so that the magazine appears 'current' for longer or it can signify to the stores when to pull the old magazines to make room for the new edition.

That's the "display until" date... so store personnel know when to remove them and put the new edition up.
