They already have the technology to build spaceships, they've been building them for decades, even longer. Russia and Iran in recent years have been weaponizing plasma pulse (Magrav) technology. They used it to turn the USS Donald Cook into a floating brick in the Black Sea and also severely damaged the USS Theodore Roosevelt in the North Sea. Iran used it to down 2 US spy drones. It makes all conventional weapons and oil obsolete. The US has had it for much longer than anyone else and has been trying to suppress the knowledge of it's existence.
