She was the acting Attorney General because she was asked by Trump to serve as acting AG. She was a member of the DOJ since the 1980's when Bob Barr hired her. You should look up Bob Barr.
She took an oath to the Consitution and working "for Americans" as you put it.
As Deputy Attorney General, sure, prior to that she was career DOJ and was hired by a very conservative/libertarian Republican. And she has had a bipartisan career and was confirmed with 84 votes in the Senate. She was not a political appointee and doesn't owe her career/reputation to Obama.
