The cost of modular tiles is significantly higher then onsite forming and pouring. Typically the use of a modular substrate system is improved acessibility. Now this may have been done for only utilities, sewer etc...and maybe DC public works just perfers it? But if the modularity in sidewalks around this area changes to poured
