I guess the tunnels are a means of speakeasy travel for the buyers too. These people are pretty sick.
I don't see how you are able to keep phony parents quiet. If they committed no crime in the process then they cannot be easily blackmailed. We would be talking about dozens if not hundreds of just surrogates involved.
