The way I see it is many would-be Democratic whistleblowers are now finding their courage because it looks like it is safe now to come out. She wants to lure them away from going to WikiLeaks so she can neutralize the ones against her master's interests and use the ones that are useful to her master. WikiLeaks is not really making a joke, but rather making the point that there has to be a reason that she want to listen to them now. WikiLeaks knows what happens to dangerous whistleblowers. So it is serious, but just telling you something you already know.
