Looks to me like they're saying it in a kind of mocking, sarcastic tone, the fact that when they were in power, they were hounding whistleblowers and probably killing them, but now they want the dirt on Trump, they suddenly see why whistleblowers are useful and why they need protection, and so offer up their services a la Wikileaks, despite having trashed Wikileaks non-stop pretty much as traitorous and malign etc. So it's pointing out the hypocrisy, it's not like an advert suggesting whistleblowers should go blow at the Dems instead!
