About an hour after the camera was repositioned it catches the vehicles parked now police officers normally park when they want to chit chat.. There's 43,200 or so frames for each day so haven't been able to go through most yet.

FBI would do it locally(USA) while CIA is global...take a look at the Wikileaks/Global Intelligence Files and the CIA/Stratfor were trying to run a pizza website for foreigners worldwide...they could get pizza shipped to them...

I think the FBI might be a bit more covert in their operations in a CIA neighborhood. CIA are notorious CP producers. They love it.
