I think we should look into Project Children
It was an exchange student program between the US and Ireland. Bill Clinton praised the program at visited Ireland at least once to speak.
There has to be something here. It has cover story written all over it. When I was volunteering in November, I spoke with some older Hillbots from northern VA and they GUSHED about Denis Mulcahey and this program. Absolutely gushed. It had a very strange vibe.
I've tried to look into it but I'm not autistic enough to know how to connect dots.
