Andrews saluted Attorney General Bob McDonnell, who also spoke at the event. Because of McDonnell and Gov. Timothy M. Kaine, he said, Virginia now has some of the strongest laws against sexual predators in the nation.

Kaine signed several new bills targeting pedophiles Monday, including a mandatory 25-year sentence for anyone convicted of certain sex crimes against children younger than 13. The minimum penalty had been five years in prison.
