Individual perverts, sure, But that approach doesn't really scale. To run a big ring, you need numbers, like the kids from natural disasters and wars. Not saying there is no crossover, but I bet it's pretty rare.
I agree large scale ops have to come from outside- natural disasters etc..., but I feel they supplement with what they can find locally online also. JMO

Yes but there are literal shops too disguised as clothing outlets for children or even sites that sell hand made items seemingly unrelated.
