When I was looking at a subway map regarding Pegasus on another thread, I noticed L'Enfant Plaza.
I looked up Pierre L'Enfant, who designed the plaza, and noticed that he was the one who drew up the oft mentioned [street plan] of Washington DC that contains an inverted Pentagram with the White House at its head, known as the L'Enfant Plan. L'Enfant was a high level Freemason. It seems like an odd last name, and translates to Peter the Child/Infant.
I really don't have anything more to add for the moment but wanted to put it out there in case anyone has anything on this.

Why wasn't it completed?

Do you mean the pentagram or the street plan? I've read that a 'broken' or unfinished pentagram is a symbol in its own right that I believe is supposed to 'enhance' the power of the symbol. Haven't had a chance to look into that thoroughly though. It also may have been to not make it screamingly obvious and add some plausible deniability.
