According to VA court codes category "I" is a first degree felony, if I'm reading this right.
I'd bet my last dollar Alefantis is a "rogue" CIA operative who uses several aliases. When these kind of operatives are arrested they are cleared by a higher govt authority who steps in and says he's part of a classified program and guaranteed immunity from prosecution. I've seen it happen dozens of times. These type of operatives literally have a license to kill because of their ultimate CIA "national security" connections.
