Primarily because everybody is getting into the small details. Leads appear to be running dry. Plenty more to be looked into. Loads of names. We have an idea of method, but who could implement such an internal ring is still in the air. Trying to spark ideas.
Besides, I have no idea how many people have actually tried to look into the government resources. There's a ton of information in these places that most people seem to miss.
