I'm going to try to find documents from the port to see if I can find out what shipping companies are being used by Caracol and where those shipments are headed.
Administration Generale des Douanes appears to be some kind of customs office I think, but I can't read anything on the site because it's all in French. http://www.douane.gouv.ht
If anyone here knows the language and wants to look into that, go for it. Meanwhile I'll look to see if I can find other possible sources.
Here are other companies and organizations associated with the port which others may want to follow up on as potential leads. I figure that if there's any major illegal activity going on, many of these would either be aware of it or actively participating in it.
The port is run by the IFC division of the Haitian government, USAID, Unite Centrale de Gestion des PPP, and a private contractor. Old contract expired at the end of Dec 2016, and it appears they're in the process of selecting a new contractor. Three Pre-Qualified Bidders they've selected are:

Working with the port as legal consultants for IFC are Dentons Canada LLP, and Cabinet Sales (there's an accent over the "e", they don't sell cabinets lol). Legal counsel for USAID is Gide Loyrette Novel A.A.R.P.
The Autorite Portuaire Nationale (APN) is the division of the Haitian govt that oversees all the ports in the country.

Couple things to add: FBIAnon mentioned to investigate the USAID and shipping containers. Trafficking of Asians does seem to be happening through northern Haiti ( http://archive.is/1kic1#selection-469.0-469.204 )
Could be related to SAE-A, the anchor manufacturer for the Caracol Complex from Korea. Also don't forget, the port also serves the Morne Bossa Mining facility, owned by VCS Mining, which Tony Rodham sits on the board of.
