Obama only has the power to pardon federal crimes, right? State crimes are beyond his reach.
Also, can a pardon precede a conviction? If not, there's no reason to wait to start the process. It will take a lot longer than 3 weeks to reach any convictions.

Trump has no authority yet. He can't tell his prosecutor to start directing FBI investigation because he's not in office.
