While the kids can be seen as victims, as you say there is no more leverage with them to stop the prostitution, also no leverage to go after their pimps. (In fact, for pimps, isn't this an incentive to run kids only?)

Piggybacking off this comment here, how is child prostitution legal in California if regular prostitution isn't legal there? What kind of fucked up logic is that?

I'm not sure about this piggybacking thing or if you're complaining about California's logic or the Examiner article's. In case it's the latter:

The laws in France (for regular adult pros) recently changed and at the link below CNN characterized it as: "France: Prostitution now legal, paying for sex illegal". So the Examiner title, saying effectively "California: Child prostitution now legal", is not so out of line, as the article explains the details that being an involved john or pimp is still illegal. http://www.cnn.com/2016/04/07/europe/france-prostitution/index.html
