You made a mistake, you forgot to multiply the 3600 seconds of an hour by 24 hours of the day.
year = 365 days
day = 24 hours
hour = 60 minutes
minute = 60 seconds
460699 NCIC entries per year / 365 days = 1262 NCIC entries per day
1262 NCIC entries per day / 24 hours = 53 NCIC entries per hour
53 NCIC entries per hour / 60 minutes = 0.88 NCIC entries per minute
0.88 NCIC entries per minute / 60 seconds = 0.0146 NCIC entries per second

Thanks, honest mistake - I forgot to add 24 hours! That reduces it to 1 missing child report per ~68 seconds. Since I can't change the title, I'm going to repost with the updated data.
