It's one person. Their speech/typing pattern is the same across their various accounts, especially take note of the "...." used to connect words in some of their posts on each account. It is also not a bot, as some of their comments responding to others' comments show that they are analyzing the post to which they are responding.
Also, interestingly if you pop in a google search for "pepperoni_sue" (one of the earliest voat usernames of this troll) and twitter, you'll find an old sock puppet twitter account with that username and the same typing pattern, same use of "..." connecting words in some of the posts and same cocky/flippant personality. "Pepperoni Sue" is a character from the King of the Hill series, so the matching username alone doesn't mean anything by itself, but again the personality and typing patterns are the same. That account is being followed by the actual twitter account of the person, confirmed by the profile photos, with the person's real name. Which then makes it possible to find their facebook account, confirmed by matching name and photos.
And somewhat tragically and ironically, they have a rather young child whom they post photos of regularly on their facebook.
So if by chance it is the same person, it means there is a parent of a very young child who spends a lot of time on here trollishly mocking efforts to expose warning signs of child predators in our government, which is something that is rather unnerving to fathom.
